Could someone please explain to me the supposed need and practice of burning witches?

"I'm a Warlord Prince, pledged to serve the witches in my Court. It would be my duty to prevent them being burned if the people here confused Blood with the sort of witches you mean." His tone implies that that is not what he thinks of witches as being at all.
