Carstone is back and has confirmed, with certainty, that Evan Rosier is the wizard you're looking for. He bumped Carstone and then roughed up Tom Jones - Carstone suspects Rosier might be responsible for Jones' memory loss too. If you have any questions about it, contact me.
Also, Maraloffski is back from the dead as well, I guess you've probably heard. There is no concrete evidence linking him to Rosier, though be careful - Black said Maraloffski knew a wand when he saw one.
