Plea for help from those who know Norse / Linguistics

There's some terms I need to discuss and papers I need to cite for my mythology paper which include a character that looks kind of like an "o" with a little curve with a sharp bend, down and then to the right. It looks sort of like a weird "q" (particularly when it's capitalized). It's in the right way to spell what we refer to as Mjolnir/Miollnir/Mjollnir/etc, for example. I'm not sure anyone will be able to see this, but it's in this title and article (link is probably no good unless you have JStor access): The Derivations of Old Norse Hǫlkvir and Fǫlkvir, Poetic Designations for Horse. What is this character called? How does one make it under Windows 32, Mac OS X, and Linux (I do work on my papers under all 3)? What is its unicode designation? If I have to, I'll just cut and paste a lot, but I'd rather not. Thanks.

ETA: Looks like it's unicode 01EA and 01EB.
