On the one hand, it seems like a fairly sensible report; the quoted principle is sound, at least.
Yet in the real world, the report is part of a project of redirecting attention from the 'big' picture of how we live our lives and demanding sacrifices from the many so that the few can continue to profit. In so far as the UN is the sponsor, one can readily expect that the ideal of everyone having equal access will not be realised; instead, we will be given the proxy of national quotas, to be monopolised by the plutocrats.
Standard conclusion, I guess: the work done is good, the ends it will be turned to is foul.
