Step 1.
Filter/Blur/Surface blur: Radius 5, Treshold 5.
Step 2.
Duplicate the base, put it as Soft light, opacity 75%.
Step 3.
Create a new layer. Fill it with a light shade of blue (#abf6fd), blending: color burn, 100%.
Step 4.
Another new layer, fill with #f6c4ff, soft light, 100%.
Step 5.
Another new layer, select the eyes and use your brush tool to fill the eyes with #abf6fd. If ready, put this as soft light, 70%.
Step 6.
Click back to your base and select the teeth with Magic Wand tool or either with Polygonal Lasso tool. Right click, Layer via copy. Click on the new layer, select it (the most simple way is a rectangular tool) and go to Image/Adjustment/Exposure --> Exposure: 0,80. Click ok, set this layer to 70% opacity.
Now you are done! :)
