Billie was certainly having problems of some kind, it was noticed by all. And her delivery at the beginning was not good - it got better as time went on, but it was still not brilliant by the end. She certainly had forgotten how to play her.
I do agree with you about Rose becoming the Doc, but I'll have to disagree about her being her own person. She's not, she still consumed by the Doctor and is being him, not herself. Rose Tyler no longer exsists, she didn't become her own person, she became his. She moved on, but learned nothing as herself. Now, I realise that in some respects everything does have to be about him because - well, end of everything if he's not about it seems - but still, instead of becoming a proud fighter and leader at TW in Petes world, she channels the Doctor and loses herself completely. And Rusty still plays the 'Truw wuv forevah' card in the most unnecessary way. It wasn't needed and was handled appallingly. Rusty cannot resist, and I fear what is to come. Big time.
And yes... it was strange to show what was coming on DWC. Very strange.
