No! You can use it with a plus account, too! It's just extremely annoying and complicated.

You first need to download and unzip the files, then upload to a site like www.photobucket.com. Then you go to the livejournal homepage and click "Customize Journal Style." Under "mood themes" click "edit/create custom mood themes." Name the theme and then click "create!" You then have to individually add the direct links from your photobucket or whatever you use to the corresponding theme, with the pixels being 100x50. It's what I had to do for this journal.

I only have an unpaid account (which I'm pretty sure is not the plus one). So no dice?

A plus account is free! I'm pretty sure the only difference between basic and plus is that plus has ads. To switch all you need to do is click on account on the homepage and click change next to level. :)
