Drinking and Driving... and not speaking the language.

Okay, so, today I got to witness a car accident. Didn't involve me (like you worried anyway), and nobody I know was hurt so it isnt anything horrific (sorry if you wanted gory details).

Started out like most accidents do, some retard speeding recklessly, seemingly drunk. I thought it was a teenager (had Cali plates, I'm in Nevada, so I already was a bit unhappy to see this in my state). This retard was driving on the center yellow lines for about two miles or so, gating the people in the fast lane pretty badly, but amazingly this didnt panic me (I have driven in LA and Anahiem traffic enough to know that there are people who drive like this stone-cold-sober). What panicked me was when we approached Washoe Hill (appropriately dedicated to victims of drunk drivers) and retard pulls out and FLIES up the hill. Being a typical young male (25 is still young, I think) I try to keep up in my little stock honda. After I hit 80mph i hung back, because I know what is safe and what freaks other drivers the hell out. At the top of the Hill, theres a left turn lane and the standard lanes heading over the hill down the other side. Someone was slowing down before the left turn lane so they could take it. Someone was also in the right lane in a big SUV. Retard nicks the guy slowing down in the process of trying to avoid said slowing person, darts to the right, and hits the SUV, which was probably going about 60, maybe a little less (the limit is 50 through there), he hits the SUV at somewhere around 80-85mph square in the rear bumper.

the SUV didnt stop (probably thought they hit a rock in the road), the retard pulled off onto the right shoulder, and I and the two cars between me and retard also pulled over. Amazingly, I was the first out of my vehicle to see if retard was all right.

I was unprepared to find a 40ish Japanese man who didnt speak english. I was expecting a punk teenager. I got captain alcohol instead. The fumes that poured off this guy were enough to make a person contact-drunk. I asked if he was okay. I got the hand waving and "yeah okay okay fine." response. Asked if he had a cell phone. "I'm Japanese." do you have an american cell phone? he checked to see if he had service, followed by "I don't speak english. I'm Japanese tourist." in very easy to understand english (He even said 'english' correctly).

Am I a bad person to think it was funny to watch the cops try to question him? Is it wrong to laugh when the cops think by asking the question LOUDER it will make it easier to understand? Is it okay for law enforcement to tell him he's being arrested for being "fucking drunk" ("druh..what?" "ALCOHOL!" "Oh, alcohol...yeah. yeah alcohol.") he blew a .16 on the test. Ouch.

Oh, and his international drivers license? issued two days ago.
