The levels? There is an upper and a lower level. One moves up to the upper level as a 'reward' for good behavior. I have never moved up there, myself, though I do visit occasionally. Most shopping has to be done up there.

The lower level is nothing more than a ruin. Please avoid buildings marked with "danger." They have been known to collapse.
