in Incite! Women of Color Against Violence, there's also an article about black children in foster care that explores similar issues. It's a must read for understanding why children of color are so likely to be removed. It makes a major point about how "neglect" often means "poverty" and the circumstances that arrive from it, like latchkey kids who are really young, or families being hungry, things like that that could be solved by addressing economic injustice, but aren't fixed by separation and the demonization of parents who are trying their best but are simply poor.

Thanks for posting. Canada also has a rule about Aboriginal kids going to Aboriginal foster or adoptive parents from what I know but somehow it doesn't play out that way.
