Publishers, large or small, independent or conglomerated, exist to sell product: books, magazines, pamphlets, whatever. Period. End of story.
We don't exist to make the new writer's entry into the market easier, faster, cleaner or more fun. We don't exist to provide feedback to new writers to make them better.
It's like David Letterman used to say, "We're just trying to sell Pintos. The comedy is a bonus."
The ones who pay more upfront expect to sell more product so they figure they can afford it. The ones who don't pay much upfront (or who pay nothing upfront) don't expect to sell much product.
Is this actually news to anyone?
