Pffft, do wizards seem like the kind of people who would do emergency planning? Even in my Muggle building where we care about such things, the other organization we share it with got one of the doors into a hallway that leads to an exit door sealed off from people who work for mine--even if there's a fire. If we're trapped by that door, tough luck for us. Their security is more important, and we should be happy to die for that cause, I guess. So, I really doubt wizards would count the exits and plan ahead for an emergency evacuation. They never do fire drills or rampaging-monster evacuation drills at Hogwarts, either. We wouldn't want to cause a panic by suggesting anything could go wrong!

I bet there's a Gringotts exit, but like the other group in my building, the goblins probably won't let anyone else use it. And there are probably plenty of Floo exits for an orderly evacuation, if wizards didn't panic, but as you said, they totally will.

We've got underground tunnels too. The only one I can access without going on a tour is a very utilitarian one used to transport stuff between two buildings for work, sadly. I wonder if the Floo system was not as capable of transporting things in bulk a few centuries ago for some reason? Or maybe just not high volume in general, no matter the size of whatever's going through? That would be a good excuse for a service tunnel underneath the alleys. They could transport it once, float stuff along the tunnel on flying carpets, and drop it off through the cellars. And there would be cool tunnels with lots of dramatic possibility. There's probably a Ministry committee somewhere making a plan for revitalizing the tunnels to expand the Alleys. We might get an underground bazaar in London yet! I bet you're right and other places already have them, too.
