Oh, totally agreed and that's my read on it too. She's essentially alone. Her family was murdered, and of the two other living Seven victors, Cedrus is polite but gruff plus he's forty years older than her and Blight is twenty years older and can't deal well with the Games and the prostitution and so he's somewhat unreliable. Haymitch is reliable for advice but in terms of direct comfort he's making sure to keep her at an emotional distance because a.) he doesn't want to be that asshole who takes advantage of a vulnerable teen girl and b.) he really just doesn't want anything close enough to hurt anyway. She's lost what friends she had because they don't know what to make of her post-arena. So someone kind and understanding like Finnick who's there for her 100% as a friend and a lover? It's natural to fall in love with him.

Finnick, in contrast, had his own family at home, probably some friends, Mags and numerous other Four victors, etc. So he had a reliable network to lean on to help keep him steady in addition to friendship with Johanna. Johanna wasn't his everything the way he was hers and that's a big difference.
