On top of that, it would spoil his entertainment if anyone intervened. Unfortunately, CCTV footage of those areas is sorely limited. Even the police do not haunt most of them and as a result, there is less security. The cameras are minimal in that area and mostly private.

But it's possible he'd head back to that area if he was hurt. If he doesn't have his NV... he'd probably hole up in one of the warehouses or something.
