Hughes has an extremely eccentric character. This is displayed whenever he brags about his family to his colleagues and forces pictures of his wife and daughter to them. He also loves to tease Ed and Roy about how they should consider the future and find a good wife, but always claims that they will find no one better than his own wife. Canonically, Hughes has been seen dragging people off by the arm or by the collar of their shirt, in which Ed kids that doing so makes him look like a kidnapper, only adding to Hughes’ list of quirks.
Despite that, Hughes is extremely devoted to his job and his goal of helping Roy become Fuhrer. He knows when to keep a level-head and makes it a point to get his job done.
He is a very caring person, worrying about both his friends and his family. This is shown as he constantly tells Roy to be careful, especially with Scar hunting down State Alchemists and how the other people in the military may react to someone as young as Roy in the position of Colonel in Central. He also made it a point to visit Ed in the hospital whenever he could even if his work was keeping him busy.
Hughes could also be considered very easy-going, being able to talk to the Elric brothers casually and allowing them to do the same even if the two were younger than him.
It was because Hughes was sharp and quick witted that may have cost him his life. It was him who was able to piece all the facts together and see the big picture of the military’s real plan. It was also because of this that he was able to realize that the Maria Ross who had him cornered was not the woman herself.
☓ Abilities:
Unlike Roy and Ed, Hughes possesses no alchemic power whatsoever.
Instead, he was skilled in knife-combat particularly with knife throwing. He keeps push knives concealed on his person, whether on his belt or within his sleeves. Canonically, he is only seen having used them during his last few minutes, when he attacked and injured Lust on the forehead before making his escape and when he draws one to attack Envy.
As part of the military, he was also issued a gun which suggests that he at least knew how to use one.
