Personality: Raikou is essentially a kind and carefree person, but he knows how to lay down the law when the need arises. Kairoushuu is basically Raikou’s life - break the rules, and you will be punished. He is fiercely loyal to Hattori because he believes strongly in his goals. He wants the Utopia Hattori wishes to create. He wants it so badly he can taste it - he wants it more than he’s ever wanted anything else. Raikou has an incredibly calm personality, though it may seem otherwise at first.

He likes to abuse his partner (Gau) by hitting him over the head whenever he says or does something that Raikou considers to be improper. He is dedicated to completing his tasks quickly and efficiently, and always pays attention to detail. He cares deeply for those he considers to be his family - Gau included. Raikou is a bit idealistic and has his own goals firmly in mind. He has a vision of the way things in both the surface world and the world of Nabari should be.

Raikou is quite often limited by what he can actually do in reality, no matter how badly he wants to do it. He tries as hard as he can, and puts as much effort as possible into everything he does. But even so, he can’t drive a car properly, take good photographs, and his fashion sense is questionable at best. However, he turns insults into jokes in a funny way. For example - Yukimi makes a sarcastic comment about Raikou’s driving, and Raikou thanks him for the compliment in response. Also, Raikou is the wielder of shirogamon, the twin sword of kurogamon. The gamon are the sacred swords of the Shimizu clan, and the two surviving heirs each wield one of the swords.

Brief History in Canon: Raikou and his younger sister Raimei were raised together to be the joint heads of the Shimizu clan. They were raised to believe in and uphold justice within the world of Nabari, and maintain the balance between the world of Nabari and the surface world, never letting their existance be known. Their childhood was fairly normal, though their father grew ill as he got older, they were trained by their mother. Raikou loved his family above all else, and believed what they said to be true until one day, something changed.

Raikou’s best friend was caught in the criminal underworld of the surface world. Her parents were murdered, and she was found dead a week later. Above all else, Raikou wanted to avenge the deaths of her parents. His Mother would not allow it. That act alone provided Raikou’s uncle Iroku the opportunity he needed. Iroku convinced Raikou to join his rebellion to change the ways of the Shimizu clan. But that’s not really what he wanted. Iroku wanted revenge against Raikou’s mother - she took his place as the leader of the clan by defeating him in a duel and marrying his brother. By Iroku’s hand, Raikou’s mother and father were murdered. Raikou could only watch their deaths. The last words of his mother were to take up shirogamon (one of the sacred swords of the Shimizu clan) and defeat his uncle.

And… that’s where Raimei stepped in. All she saw was a sea of bodies, including those of their parents and uncle, and Raikou covered in blood with a smile on his face. At that point in time, Raikou made the decision to take the blame - for Raimei’s sake. He loved his little sister with all his heart, and hid the truth to protect her. He turned his back on his clan, all for the sake of Raimei. Raikou only wanted a better world for her, and he would do whatever it took to help create it. And, for her sake, he joined Kairoshuu. Raikou was only 15 years old at the time of the eradication of the Shimizu clan, save for his little sister.

When he was 17 years old, Raikou met Gau Meguro. Gau’s mother was killed by a rogue Kairoshuu ninja, and Raikou stepped in to save him from the same fate. Ever since, Raikou and Gau have always been together. Raikou took Gau in and they work as partners in Kairoshuu, in a unit known as the Wakachi - a subdivision responsible for eliminating traitorous members. This is how Raikou keeps his sense of justice in tact - he strikes down those who try and rebel against Hattori and Kairoshuu.

It could be said that Raikou replaced Raimei with Gau. Gau was originally unrelated to the world of Nabari, but with his Mother’s death, he was left alone. Raikou found him and took him in. Raikou cares for Gau as if he’s his own brother, his family. There are no words to describe the depth of Raikou and Gau’s relationship - they’re friends and brothers and family all rolled into one. Sometimes it seems like they are all the other has - Raikou has turned his back on his family, and Gau’s is no longer living. They have no one but each other. But he still worries about his little sister more than anything, and goes to great lengths to ensure her survival at any cost.

After Raikou’s reappearance, he meets up with Raimei at the site of their former home. Raikou tries to explain to Raimei what happened, but she won’t hear it and they fight. Raikou nearly kills her, but leaves her with a non-fatal wound and takes her sword, kurogamon, with him. Raikou and Raimei meet up again later, resulting in another fight. Raimei voiced her feelings about what happened 5 years prior, and Raikou apologized. The time had come to end things. Gau took the blow meant for Raimei and fell into a coma. Raikou spent countless hours waiting for Gau to wake up, but even he realized that there were things that must be done. Raikou moved on with his work for Kairoshuu, teaming up with Yukimi, Yoite, and Miharu in the process.

Gau remained comatose until Yoite confronted Raikou about using Daya (a form of healing). Raikou continued to refuse to use the art, and Yoite used his technique (Kira) to bring Gau out of his coma. This put Raikou (and, ultimately, Gau) in Yoite’s debt. They made the decision to leave Kairoshuu behind and help Yoite in his quest to disappear. This led to Raikou doing things he never intended to do - namely betraying Hattori, who he was very loyal to at all costs. In the end, Raikou leaves Kairoshuu and Hattori proclaims that Raikou was nothing but a pawn and will be replaced. Because of Hattori’s words, Raikou betrays him again, aiding Miharu in his escape from Kasa and, ultimately, Hattori.

Background (AU!Canon; HP): Raikou Shimizu grew up as a normal kid. He lived with his family - his mother and father, his little sister Raimei and his Uncle Iroku. Raikou loved his family above all else. His father was ill and could not properly train his children in the way of the wizard, but his mother gladly took over the task. She worked for the Ministry of Magic, and, in her free time, imparted her ideals to her children - upholding justice and doing what was right - these were two things that were very important to Raikou’s mother, and she would pass her knowledge onto her children so they could live as respectable people throughout their lives.

However, something changed. Raikou didn’t know at first, but he never saw the jealousy in his Uncle’s eyes. He never saw the way his uncle looked at his parents - with jealousy and hatred. Raikou didn’t realize it until his best friend disappeared. But she was a muggle who lived down the street. Raikou was denied the revenge he so desperately longed for at the hands of his mother. She would not have her eldest child involved in the matters of muggles, no matter how close the children were. Raikou wanted to avenge the deaths of his friends parents, and knew he had the ability to do so. As a result of his inability to act, Raikou’s friend disappeared and was found dead a week later. And so, the seed of rebellion was planted.

Raikou talked with his uncle more, and learned that they felt the same - the ways of the Shimizu family should change. One day, Iruka confronted Raikou’s mother, having gotten his father from his sickbed and using him as a hostage. When Raikou’s mother refused to change the way the family was run, Iruka struck down Raikou’s father, and then his mother. Raikou’s mother pleaded for him to stop his Uncle. Raikou pulled out his wand and uttered the words that had killed his parents. Raikou Shimizu, at the age of 15, had witnessed the death of his family. And, worst of all, his little sister had witnessed him murder his Uncle. It was no surprise that she thought he had killed their parents as well. Raikou smiled down at his little sister, taking the blame and shielding her from the truth of what happened. Out of love, he left his little sister alive, never letting her know the truth, never crushing her dreams and her spirit with tales of jealousy and betrayal that ran through the family without either of them knowing.

As he was still underage at the time, the Ministry of Magic became involved in the investigation. Raikou had pled with them to keep the truth from his little sister. He wanted her to be protected from the discourse that had torn their family apart, though he would be the one taking the blame for it all. Raikou had accepted the sacrifice he would have to make, and his heart was resolved. No one could change his mind.

Not even Hattori, an old friend of the family who also worked for the Ministry and agreed to take him in. Raimei went to a different friend of the family, and the siblings grew apart. Raikou knew that Raimei would never forget what she saw, not after she had testified against him so adamantly at a Ministry hearing. However, Hattori had convinced the Ministry that he had acted in self defense despite Raimei’s protests. Raikou stayed mostly quiet through the proceedings, but he agreed with everything Hattori said, repeating only what Hattori had told him to say.

Raikou was permitted to finish his education at Hogwarts, but then he disappeared for some time, working exclusively for Hattori. While on a break from school for the holidays, Raikou walked in on something he should not have. A Death Eater had murdered a woman, and was going after her the young boy that remained. Raikou instantly had flashbacks of the day his family was destroyed, and stepped in to save the boy. He stood between the Death eater and Gau as if his life depended on it. He had been undergoing some Auror training at Hattori’s request, and thought this a good time to put his skills to use. Raikou had killed before. This time would be no different.

Raikou imagined all the hatred in the world he felt at the death of his parents, and his inability to do anything, as he uttered the unforgivable curse that brought about the Death Eater’s untimely end. Before the boy could say anything, and before anyone could come, Raikou whisked the boy off to Hattori’s home, explaining what happened, practically begging for the boy to be taken under Hattori’s wing as well. That was the beginning of the relationship between Raikou and Gau. A mix between brothers and friends, something closer than Raikou had ever imagined would come out of that one single event. Raikou had done what he wanted to do all along but had never been permitted to do by his own family. He stood up for what he felt was right, and preserved justice and life at the hands of someone who wanted to take it all away. From that day forward, Raikou and Gau were practically inseparable.

Raikou would always be secretive about what he did, but shortly after his 20th birthday, Raikou was given a request from Hattori - to return to Hogwarts and assist Kazuhiko Yukimi, the Defense Against the Dark Arts teacher. Raikou had met Yukimi before - they had both worked for Hattori in the past. From Hattori, he knew that Yukimi was working as a double agent for the Daily Prophet, as well as the Ministry and Hattori, while he was teaching at Hogwarts. He was more easily convinced because Hattori had informed him that Gau was there as well. That meant Raikou could be there to keep an eye on his training, and they could be reunited once more. Nothing would make Raikou happier, except to learn that Raimei was attending the school as well. Raikou agreed and submitted his paperwork to take on the position at the school.

Sample Interaction Post in First Person: This is all at Hattori’s request. He’s sent me to keep an eye on Yukimi during his stint as the DADA professor at Hogwarts. Of course, it’s under the pretense that I’m his assistant. Yukimi can’t refuse, as it’s under Hattori’s orders.

Still, it’s been a long time since I’ve been at Hogwarts. I know Gau’s here, there’s no safer or better place for him. But Hattori told me that Raimei is here as well. It’s been a long time since I’ve seen her. I’m sure she still hates me for what she thinks I’ve done. I wonder if she and Gau have talked. Gau knows who she is. I hope he’s been quiet about things. He likes to run off at the mouth, but I don’t think he’d do it. He knows how I feel about Raimei finding out the truth. Gau wouldn’t do that. He knows how important it is. If Raimei found out, it would all be meaningless. Wouldn’t it?
