Rose stood still, looking out at the ocean, her face blank, tear tracks running down her cheeks. The Doctor, this new human Doctor, held her hand in his, their fingers entwined. He could sense her pain, and would do anything to shake her from this depression.
"Rose?" he said softly. "Are you alright?"
"He never even said goodbye," she said after a long pause.
"I know, Rose," said the Doctor. "I'm sorry."
Rose sighed, another tear rolling down her cheek.
"He didn't have to leave," she said softly. "He could have stayed."
"No, he couldn't."
"I know." She paused, then continued. "He could've said goodbye."
"I don't think so."
"What do you mean?"
"I think he had to leave when he did, or else he'd never be able to go."
"Yeah," Rose breathed, more tears falling now.
"I'm so sorry, Rose."
There was a long pause, in which Rose let more tears trail down her face. Finally, she spoke again, so softly it was almost a whisper.
"I loved him," she said simply. "I loved him, and now I'll never know."
"Know what?" asked the Doctor.
"If he loved me back," said Rose, her voice shaky.
"Rose Marion Tyler," he said, turning and looking her right in the eye. "If there's one thing I know for certain, it's that he did love you. He loved you with all his hearts."
"Then how come he never told me?"
"He was a Time Lord. And Time Lord's aren't supposed to love. But he loved you, Rose. And I know that because I love you."
Just then, Jackie Tyler came running up to them.
"Pete says the zeppelin's here! Let's go!" she said.
"Be right there, Mum."
"Okay, hurry up, though!"
"Yeah," said Rose. She turned to the Doctor. "Thanks, Doctor." He just stared, amazed. "What?"
"You called me Doctor."
"Because you are."
"Thank you, Rose... erm... I, er, love you."
"I love you too."
She kissed his cheek gently, making him blush.
"So..." he started nervously. "Race you to the zeppelin?"
"You think you'll win," she said. "But I've had practice."
"We'll see," he replied haughtily.
"Ten quid to the winner?"
"Done."
And with that, they ran off toward the zeppelin, hand in hand.
