It's that the dps are getting a reward for queueing for random dungeons. Normally there are so many dps, they would never get the reward. Usually only tanks and healers get the reward.

The reward for random dungeons is going to the dps, and that usually never happens. It's always tanks/healers who are getting the reward because there are fewer of them.

timing, maybe? the tank/healer rewards pop mostly at peak times when there's a huge surplus of dps.
