Disclaimer: if I owned Torchwood, certain things would've been different in the season 2 finale.
Owen knows he’s a right prat, especially towards Toshiko. Her niceness, understanding and forgiving outdo even his rudeness. She has a pretty smile and loves him openly.
He knows she thinks he’s not even trying to make it work. That’s why it isn’t a problem that he has failed so many times. It eats away within him, finding out repeatedly that he doesn’t deserve someone like her, and yet she’s there, and may very well always be. It’s a bit of a torment, but then again, if she gave up on him, he’s not sure what he’d do with himself.
