"Does TSAB allow visitations? Some form of visa application to be done?"

Normally there are rules against people from non-administered worlds like Earth traveling freely to administered ones, but as you're already an experienced dimensional traveler, I don't think there will be a problem...

"I am not that experienced, however. Will I need to upgrade my machine to be able to transit dimensions?"

It's probably best if you just come with us at some point when we're traveling. The magic isn't hard, but it's rather complicated.
