Yet another tutorial! But this time, it's Temari-kun.

I use Photoshop Elements 4.0. Slightly Image-heavy.
Start with your base, which happens to be a screenshot of Temari from the Naruto Anime.

Crop your image to your liking. Duplicate it, and sharpen the duplicated layer if needed. Set the duplicate to "Overlay"
Next, we make a new layer and take a nice, dark blue (#001034, to be exact) and fill the layer. Set this layer to "Screen"
Now, we take that same color and make a new layer, this time setting it to "Exclusion"
Texture time! Take this texture by

and set it to "Multiply"
Duplicate your base, drag it to the top, and set it to "Overlay"
Insert text/brushes as desired. The font I used was Arial, and the color is #000000 (Black :D)
And there ya go! Pretty simple.
Remember, you don't have to follow my directions exactly! Experiment!
