The inner workings of program acquisitions is a bit hard to explain in words, but I hope I'll be able to explain this properly.
All of the channels here in the Philippines get broadcasting rights for anime (and almost every foreign program) from the copyright holders in the originating country, regardless of whether or not it has already premiered in another channel. In this case, both TV5 and HERO TV got their rights from Bandai, if I'm not mistaken. And since ABS-CBN has the capability to dub foreign programming, it's more likely that they'll do their own dub.
Have you seen and heard the TV5's dub? It actually sounds good, save for Allelujah and Patrick's horrible voice (which seems to be done by the same dubber). HERO will have to match that, plus improving on some voices.

Either way, Gundam doesn't translate well to Tagalog, whoever does it (sigh).
