These two classes of Deviants are required and expected to camouflage in with the Norms, normal human beings without essences.
“Just like the Evils before, he will be stripped of his powers and will become just like us, a Norm. The citizens needn’t worry of a lion without claws or teeth,” he mocked, earning a laugh from the reporters."
