Concrit is short for "constructive criticism." If the author is okay with concrit, this means that readers can tell the author what they think the author can do to improve the fic or the author's writing (and the author won't get mad or feel hurt).
Oh, and to make it clearer: A parent can bring their child to a R-rated movie (even though he/she shouldn't), but he/she definitely cannot bring their child to a NC-17 one! xD
