It is hard to tell when people ask such questions if they are meant to be realy questions or just rhetorical questions...but I get the feeling here that you actually meant it, rather than were just expressing frustration.

Sometimes, it helps to know the answer to such questions. To know what the opposition is thinking. Doesn't change our mind...but it does let us know that our oponents are not idiots, just people who see things differently. To that end, this is how a Republican would likely answer the question.

I'll call my mythical Republican Fred Snow. Fred says:
“The question is not ‘what will create jobs?’ but, I we wish to create jobs, what is the most effective use of our hard-earned tax payers money?

Obviously anything we pay a man to do ‘creates a job’ in the short term. But what about the long term? Let’s look at two examples.

Example 1: we carve a new Mt. Rushmore with four more Presidents.
Example 2: we invest the same money in small businesses.

Immediate effect of both projects: New jobs. Men go back to work.

Effect five years later:

Example 1: The project is done. All the jobs created have ceased to be.

Example 2: Some of the small business have failed, but others have prospered and grown creating more jobs. This second group of jobs continues to exist and grow.

Example 1 might put a guy to work now, but he’ll be out of a job again soon. Worse, it takes money that could have been used to grow the economy and throws it at something that that does not produce an economic product.

Example 2 puts some workers to work long term, therefore, it’s a better use of the money hat hand.”

To Fred and his cohorts, improving parks and even fixing roads - a thing he might feel is important - don’t produce jobs in the long run. They only produce temporary work. Given a choice between temporary jobs and permanent ones, they want permanent ones.
