Leopold's victims were killed during European colonial times when the indigenous people of the African continent were considered not even second-class citizens, no better than animals
Hitler's victims were mostly European or of European ancestory. They also had family and/or friends on the "outside" who could/would raise a stink about those on the "inside".
I could be mistaken, though (won't be the first time or the last time..) : (
