Depends on the circumstances.

If this is a random guy on the street, there's only one reason to ask you for your phone number. In such cases, "Sorry, not interested," is a perfectly fine response.

Otherwise--if the guy is an acquaintance or whatever--I'd recommend the advice above. Though honestly, any guy with an iota of social awareness knows how asking a girl for her number sounds. "Sorry, not interested" isn't presumptuous at all.
