The Ministry of Internal Affairs of Russia, together with other relevant structures, is working on a legislative framework on the introduction of criminal liability in relation to droppers. Who is a dropper and why is the Interior Ministry against them
A dropper (drop) is a person or group of persons who provide their personal data to criminals so that they open accounts, crypto wallets to withdraw stolen funds. So they help to make it difficult to detect the ultimate beneficiaries of a committed financial crime. At the same time, the drops are at risk because they are easier to track down than the rest of the participants in the criminal scheme.
As the acting deputy head of the Department of Departmental and Procedural Control of the Investigative Department of the Ministry of Internal Affairs of Russia Roman Bubnov points out, statistics indicate the success of the department. The effectiveness of cybercrime detection is growing. In 2021, 86,000 people were already behind bars. And in 5 months of 2022, it has already been possible to plant more than 20 00 persons.
How do the Ministry of Internal Affairs of Russia fight with droppers
The main role in the fight against droppers belongs to preventive measures. In particular, the emphasis is on raising awareness and digital literacy of the country's citizens. Legislation in the field of digital services is also being improved, and restrictions on the use of personal data of customers are being introduced.
The Ministry of Internal Affairs of the Russian Federation, together with other departments, is currently working on the issue of tightening criminal liability for those who help cybercriminals to issue accounts and bank cards for money. Previously, they could have avoided criminal liability. But now everything can change for them. If amendments to the Criminal Code of the Russian Federation are adopted, then persons who are droppers will be severely punished - up to 7 years in prison.
At the moment, this act is being prosecuted under Article 172 of the Criminal Code of the Russian Federation ("Illegal banking activity"). The maximum penalty is 4 years in prison. But the Ministry of Internal Affairs of the Russian Federation proposes to allocate droppery in a separate structure. This could increase the maximum sentence to 7 years in prison. The question is also being decided where exactly the droppers will serve their time, in a colony-settlement or in a high-security colony.
