I was expecting everyone to die, after the previous episode showing how all the characters joined Torchwood, it was their last chance before today to use the actors and explore their history.
So that definitely was Tosh in Doctor Who.
If there's a third season, I expect we'll see Martha (assuming she survives Doctor Who) taking over Owen's job and Captain John again, maybe he'll take Tosh's?
