PERSONALITY:
Mikado Ryugamine is a high school student from a small Japanese town. Essentially the most important thing about Mikado's personality is his desire for an exciting life. This comes in contrast with his own self image as being incredibly plain and ordinary. Initially, Mikado confides as narrator that even his name is too interesting for a guy like him.
His quiet life made him ache for something more exciting. The first step that he takes towards that goal is the purchase of a computer and his discovery of the internet. Mikado quickly embraced the web as an opportunity to explore the world beyond his town. On the internet he seems to be much more willing to be curious and explore things, and it becomes an important tool that helps him develop a taste for excitement.
That desire leads to the creation of the Dollars. For some time Mikado is too nervous to commit to leaving his home town, and the Dollars becomes a middle ground for Mikado. Through the Dollars he is able to be a part of what is going on in a more exciting place, yet his own personal safety and mental wellbeing is preserved. The claim is that the group was created without purpose, but Mikado's personal reasoning for creating it is so that he can participate in something larger than he would be able to in his home town. The handle that Mikado uses in the Dollars message boards and chatrooms is Takara Taro.
Even though the Dollars group was created without purpose (beyond entertainment and socializing), Mikado takes advantage of having influence over such a large number of people to try to good things. The anonymity that the group permits its members allows them to act independently and of their own will. Because of this, it becomes more mysterious than the other Ikebukuro groups, and the Dollars is often surrounded by speculation- over who its members are, whether certain crimes were committed by members of the Dollars, and so on.
He manages to regain contact (thanks to his new internet connection) with his childhood friend, Kida, and for a short time Mikado seems to live vicariously through him. Kida tells Mikado about the exciting life he lives Ikebukuro, and Mikado wishes that he could become more involved in that excitement. As much as Mikado had always hoped for excitement, there is a huge fear at the same time. Kida is the one that Mikado depends on in order to overcome that fear. Without Kida's invitation to Ikebukuro, he probably would have stayed in his small town for much longer. Kida is responsible for first introducing Mikado to Ikebukuro and its colorful citizens. Kida and Mikado seem to be quite different at first, Kida being very loud and outgoing while Mikado is quiet and shy.
For a large portion of the series it is a mystery even to Mikado's closest friends who is the leader of the Dollars, and they have no idea that Mikado has anything to do with it in the slightest. He denies that he is associated at all with the Dollars when he can. In fact the three friends together all try to keep their own secrets, apparently considering their friendship important enough and believing enough in each other that they would never suspect one another. Mikado's behavior around his friends misleads them into thinking that he is not involved with anything extraordinary.
Another very important friend to Mikado is his classmate Anri Sonohara. The two insist that their relationship is strictly platonic, but friends of the both of them suggest otherwise. Outsiders looking in on this friendship find it quite obvious that the two have strong feelings for each other, yet neither have really acted with that intention. Mikado doesn't deny that he is attracted to Anri even when teased by Kida about their relationship. The two seem to be unable at this point to overcome their shyness and pursue a more romantic route.
Though Mikado started off as very shy and nervous, he quickly finds his own place in the city and over time becomes more and more assertive. He has to, due to the chaos of his life and his role as leader of the dollars. The group grows larger than Mikado probably had expected. It commands a strong influence over the city even as an organization whose members are all anonymous and invisible to each other.
Mikado's involvement as creator of the Dollars is really quite minimal. He is spurred by two things to act as anything but a regular member of the Dollars community- one being to put the group into action towards helping someone, or in doing what he can to prevent the Dollars members from doing bad things. Despite his own anonymity and that he allows the Dollars to generally be free to do what they want, Mikado feels personally responsible for the trouble that they may cause. He is by nature a peaceful person and mostly Mikado urges through the Dollars message board that the other members do not resort to violence as an answer to their problems.
The most drastic thing he ever does is temporarily disband the group by disabling the Dollars message board. He does this only due to the fact that he feels as though he has lost all control and that his intentions are not in sync with the group actions. This may also be because the power that the Dollars have in Ikebukuro have grown to the point where it is too overwhelming for Mikado to be involved. Wanting for his life to be more excitement is one thing, but the mess that Mikado gets himself into-- especially when it starts to endanger his friends-- isn't what he counted on.
By the end of the anime, Mikado comes to realize that even the ordinary can be interesting. The need for adventure is still there, but better satiated by a more normal life. He says "Something is always happening. Every day people are hating each other, loving each other, becoming friends and drifting apart." He seems to learn that even ordinary people can have extraordinary lives.
ABILITIES:
Mikado is just a normal kid. He doesn't know how to fight and he doesn't have any secret powers. He is quite smart though, having scored first on the entrance exam to Raira Academy. He is also good enough at using computers because he was able to create and continue to maintain the Dollars homepage and message boards. He has also expressed a knack for organization, through the Dollars specifically, because he is able to get a lot done just through the message board alone.
POSSESSIONS:
Mikado doesn't really have anything that he is significantly attached to that would come with him into the Exit Void universe.

THIRD-PERSON SAMPLE:
In the darkness of his room, Mikado taps out and posts a short request for information on the laptop. The screen's glow is the only light as he pulls his hands from the keyboard and scoots away from it, hoping that someone would respond to his message right away.
Mikado found it to be no problem at all to use the laptop. He's pretty lucky that he has a knack for computers already, and was relieved to find out that the system was simple enough that it barely took any getting used to. The same went for the cell phone device- Mikado found it exceedingly simple compared to the mobiles he was used to at home. Upon investigation, Mikado found that both the laptop and the cell phone were free of all the bells and whistles of regular modern devices… save the few simple games he found on each of them. Was that someone's idea of a joke?
He was disappointed but not all that surprised to find that he couldn't access the internet from this room, though. The network he could connect to wasn't much but it at least meant that there was communication between the population on the island. It meant that they were able to organize themselves while stranded in this dangerous environment. Mikado didn't waste any time putting the resource to use, either.
Despite the danger, Mikado wasn't going to deny himself the thrill of the situation. He thought that he might have sworn off everything dangerous but things have been so.. regular lately back home. This isn't like anything he's ever been a part of, and it made him excited.
Still sitting by himself in the dark and quiet, the corners of Mikado's mouth turn up into a smile.
