Urataros.. The blue guy who talks in fish analogies, right? I don't know what to make of him either. But he looks like he'd be a super hero. Super Heroes aren't bad guys, right? Unless he's a Super Villain...

Iroh believes that it would be a wise move to create a sort of small army for Discedo. He spoke of uniting the "warriors" of Discedo, teaching us to work together in times of crises. There was also talk about a written code of laws, an elected council of leaders, and the infamous "second chances".

Hn.. That could be a good or bad thing, depending on how people handle it. Iroh is a fine teacher, though. If anyone could be trusted with that task, it'd be him. I don't know who we could elect for leaders, though, and second chances.. I'll get back to you on that one.

We are facing several difficult choices.

Very. Some cases I might be able to give a second chance, if people apologized and redeemed themselves.. But if certain people showed up, I'm afraid I'd be as mindless as that mob was about their prosecution for crimes they haven't committed here.

There is also the matter of preventing as many incidents as possible. I know plenty of criminals who can fool almost anyone into thinking they have sincerely changed....
