Dude, if I had any art program other than msPaint, I'd be abusing this mutha of a tutorial all over the place. As such, I want you to know this is one of the clearest and easy-to-understand tutorials I've read (ahaha. do I make a habit of reading tutorials? yes. I am that lame). Very nice.

WELL. YOU CAN MAKE PASSABLE ICONS IN PAINT. It's probably a lot more time-consuming than in, say, PSP, but I've seen it done, like here.

So nyah.

(One question which is actually two in disguise: if I'm trying to download a gradiant or brush, where do I put them so that I can get to them?)

Tell me, does Photoshop Elements have soft light/multiply/overlay/any of the gazillion of terms I've seen thrown around but have not been able to find in my ghetto bargain-basement (but legal!) image manipulation program? that is to say, really nice tutorial.

Dude, I have no idea, I'm sorry. I've only ever worked with PSP. Maybe icon_tutorial will have something in their memories... ?

It's a menu on the layers pallette. One of my best friends has Elements, and he does use them on occasion.
