I hate this question because I've not seen a full season of the classic series but if I had to choose there, I'd say maybe Season 10, especially for stories like The Three Doctors, Frontier In Space and The Green Death, all of which hitting awesome buttons in big ways. New series wise, it's going to be Series 4 (including the specials) and I think that can largely be attributed to the Doctor/Donna dynamic.
