Where and in which episode did the writers say that? I think that this is just wishful thinking from the Max/Alex shippers. Sorry!
During a rewatch in order to get a friend hooked on the series I was looking for clues of any kind of sexual attraction Max had for Alec and found none. Since there is no scene in the entire series which indicates that Max wanted to have a sexual relationship with Alec, I don't get it how anyone could think that Max would want to start a sexual relationship with him.
Since Max considers the other x-series from Manticore as siblings/family, she was quite shocked as she realized that Zack wanted her as girlfriend in Blah Blah Woof Woof. It is kinda remarkable that she choose Logan over her brother Zack, for who she was looking for a long time, in this episode and later in s02e07-Some Assembly Required again as Zack became too dangerous to be near Logan after he has been brainwashed by Manticore. I think that this kinda makes it clear that Logan is the most important person in her life and vice versa.
Virus or not, Logan is the love of Max's life and I still think that she will never sleep with Alec out of her free will. I can understand that Alec's fans want him to have a hot girlfriend but choosing Max for this part is so wrong on so many levels. Manticore was pervert enough to make him to Max’s breeding partner. No need to bring this kind of perversity up to eleven with putting Max and Alec in a relationship outside Manticore in the real world. Besides, Alec loves Asha and truly cares about her! That's why he pushed her away as the situation with Ames White, the snake cult and the hunt for transgenics became too dangerous. He did it to keep her safe so that they can have a chance for a relationship later when the time is more secure for it. Just like Max pushed Logan away in order to keep him alive so that he didn't die from the deadly virus she is carrying in her before they find a cure for it. Alec didn’t think about starting a romantically relationship with Max. He almost dropped a dime on her and almost told Logan about her white lie that she was now together with Alec. Even if Alec had a thing for Max, he surely wouldn't have barged in between Logan and Max because he knew how much they love each other and what a strain it puts on them to not being able to touch another. Luring Max away from Logan in order to start a love relationship with her would be a ruthless thing to do. Especially since Logan can't really fight for Max as long as the virus is present.
It would be tactically unwise to steal Logan his girlfriend since he is one of the very few humans/non-transgenics outside of Terminal City who is on the side of the transgenics and does everything within his realms to protect and support them.
If Alec really has a thing for Max, truly cares about her and is a decent person, then he better help her to find a cure for the virus so that she can finally get happy and busy with Logan. In my opinion Alec owes it to Max and Logan, since Max sacrificed her first chance to get a cure for the virus with giving the lab tech Logan's money so that he saves Alec's life. She didn't do it because she loves Alec so much. She did it because it was the right thing to do. Viewed from this background, it was quite mean from Alec that he didn't let her have the ball she was stealing from the exhibition in order to fence it to be able to pay the money back to Logan, in a later episode.
Even after Max told Logan the white lie about being together with Alec, she still described herself as Logan’s girlfriend in the episode s02e21-Freak Nation after she let her guard down for a moment.
Besides, if at the end of season 2, the bond between Max and Alec really already was that strong as some Max/Alec shipper think or wish it was, why weren’t Max holding hands with Alec instead with Logan on the roof of a building in Terminal City in the last episode of the series? So, canon-wise Max/Logan is endgame. And in the books to the series, written by Max Allan Collins and based on the ideas the showrunners had for season 3, the virus gets cured and Max and Logan end up together.

I wouldn't say that, lots of people have sex with friends, for various reasons. Though personally I don't see Max as a sexual person despite her sensuality.

I don't think the perversion is anything to do with pairing Max and Alec. The whole idea of forcing people to breed was the perversion.

I saw it more of a flirtation that didn't go anywhere and turned into friendship. I think he was trying to keep all of their Ordinary friends safe, including Asha *and* Logan

I agree with that, I don't think he's masochistic enough to want romance with someone who treated him like crap. Plus, he was grieving for Rachel.

Because he thought it was a crappy thing to do to both Logan and him. He said as much.
I think he was probably angry and hurt to be used like that and angry on Logan's behalf for Max's lie.

Err.. he did try to help her. And yes saving him was the right thing to do, she would have been a bad choice for a heroine if she'd done otherwise. I don't think her owes her for not letting him die, just as I don't feel he was wrong not to trust her earlier - he hardly knew her after all and she'd been crappy to him even after he showed himself to be a person who does the right thing in 'Bag Em'.

Purely for arguments sake, you could say she was being mean not to let him have it in order to be able to pay for rent, food, clothes, identity papers, etc. He'd only been out of Manticore a short time after all.
Plus, Alec was the one who was actually willing to share the money.
