Beifong wouldn't reach him for several crucial seconds.
Amon spread the fingers of his left hand, taking hold of the Lieutenant and slowing his fall just enough. Using the other hand, he brought the water up to catch him, making it seem like a lucky wave.
The Lieutenant could do the rest on his own.

The Lieutenant did his best not to think about that, as he forced order on those trying to help the victims of the riot. With Soe at his side to intimidate by sheer size, the Lieutenant organised the victims by simple triage, then placed himself among the worst wounded. He'd only graduated a year ago; the knowledge imparted on him at IN was still fresh in his mind.
Three would die unless they received attention from a waterbender.
He did what little he could for them, making them comfortable and sending Soe off to try and get medical help.
He was in the middle of stitching up an arm when a sharp voice informed him he was under arrest.

One of them did, unfortunately. However, the Lieutenant knows how to handle being arrested and quite reasonably pointed out the people in need of care and waterbenders were brought in by the fuzz.

He does! He is so incredibly well-trained. I mean, even when Amon bloodbends the everloving fuck out of him and then throws him aside like trash -- even through pain, heartbreak, betrayal, and slamming into a bunch of wood before falling to the floor -- he doesn't let go of the yantoks.
(I am not sure! I suspect the answer is 'it never got to that point'.)

(He's gone down to dehumanizing some benders by the time of canon, going by your Intan fic, but does it stretch to all of them? Does he still acknowledge some bending as useful but hates the users?)

(I think that it does -- and not just benders, again with Intan, but former benders too. Unless Intan is just special by still hanging around afterward, but I'm pretty sure it applies to former benders. And yes, bending can be useful. But in the long run, it's more harmful than helfpul, and look at how far technology has come! There will be a technological replacement for waterbenders soon enough.)
