Summary: An anti-bender considers his beliefs as he reports in.

"How are things progressing?"
It took all of Hiroshi's self-control not to jump at the sudden smooth voice.
"Well enough, lieutenant," he said, looking back at the other man. "The people are starting to listen to what we have to say."
The lieutenant's lips curved in a smile. "Good," he said. He stepped past Hiroshi's small desk to look out the window. "It's past time the benders listened to us ordinary folks."
Hiroshi felt an answering smile cross his face. "Yes," he agreed, setting his papers aside. Six months ago, when the lieutenant had first invited him on this little campaign, he hadn't been certain about it. But the lieutenant's rhetoric had spoken to his heart.
Hadn't his own father lost his job to a bender? Hadn't he himself been cast aside in favour of other benders? And Hiroshi was not alone in these injustices. Why should he suffer because an accident of birth granted superhuman abilities?
"At the very least, the powerful should see the sense behind a registry," he murmured. "Bending is a dangerous thing, after all -- a child in a tantrum could destroy a home."
"Or worse," agreed the lieutenant. "Even the high-ranking benders should see how much help this move would be. If nothing else, it would help them identify the powerful ones early."
Hiroshi frowned. "Yes, that's quite unfortunate, but it can't be helped. But with any luck, we'll have enough people in the schools to counteract any indoctrinating they try."
The lieutenant chuckled. "That's what I like about you, Hiroshi. You're always thinking ahead."
Hiroshi bowed. "Thank you, lieutenant."
