So I tested a few things on my Windows box, the one that was giving me trouble.
I basically took apart the machine and put it back together on Friday. I'm convinced that every fan is clean and in good working order.
Today I booted it for the first time since taking it apart. And I couldn't actually get it to reboot from overheating. Maybe I inadvertently cleaned out some dust or something and it's running a little better. Anyway, I did do a Prime95 stress test, and after about 8 minutes the CPU temp was up to 69C, and then there was a hardware error (bad computation) and Prime95 quit on me. Also, according to Speedfan, the CPU idles at about 55C, and hits about 62C doing normal (web browsing, listening to music) stuff.
So, is 69C okay for an Athlon 3000XP on high load? The breakdown temperature that AMD gives is roughly 82C. Random forum postings I've found say that most people keep their 3000XP at 50C tops, but I have no idea if they're doing crazy water pipe cooling or what.
I mean, the computer isn't rebooting anymore, which was the problem in the first place, but that compute error scares me.
