Well, to be fair, Bush could tell jokes too. They were often on topics that he shouldn't be joking about, but he was funny.

I was going to put a qualifier in there about "inoffensive" jokes or something, but that word is just too broad (there are plenty of great offensive jokes that I'd love to hear a president tell). I guess, in my mind, that part of joke telling is knowing what joke to tell, and if you shouldn't be joking about it, then you can't tell a joke.

I think that's the core issue: Bush can be funny, but he can't tell a joke.

I tend to think he couldn't really tell a joke, but maybe that's because of my allergy to people laughing at their own jokes.
