I got the idea [from reading that] that when he said he wanted to hang out, he didn't think that it was a final plan. He probably had no idea you took it seriously, and didn't know he was blowing you off. Maybe you should talk to him and tell him that he hurt your feelings. That could help, and in the future, he wouldn't say things like that and not come through.
