It's been a while since I read the books. Is his age mentioned this explicitly in the first book?

no, as far as I know, it isn't, but 23 is given as Richard's age in the tv show. New medium, new plotlines, new cannon I guess.

Right, they definitely hit us over the head with the "23" dialog from both Zed and Darken Rahl. I thought maybe there was a magical or prophetic reason for the age.

Who knows, maybe they will incorporate some magical/prophetic reason? They've made the prophecy of the true seeker a major plot point after all. I really enjoy being surprised by the writers of the show (in between the occasional cringeworthy bits of dialogue).
