That's what they call people who ride the public transit without a validated ticket. My first morning in Vienna I rode without a ticket. I didn't want to break the law, but the fare machine on the tram wouldn't accept my money. At first I thought I was doing something wrong, until a man who stood next to me waiting to buy a ticket asked if the machine was working.

"I don't think so," I said, and moved aside to let him try.
He tried. The machine kept spitting the €2 out.

"We did try," he said, with a smile and a shrug, and just sat down. I was nervous about the prospect of having to explain to the transit authorities but also just sat and waited for my stop. I didn't get caught breaking the law, thank goodness!
