IN GIMP

.) Take your base (I'm using one of the Knight Bus from PoA) and crop, resize, rotate, sharpen, whatever.

.) Duplicate and set to Screen, %100.

.) Next, duplicate the base and drag it to the top. Set it to Soft Light at %100, then duplicate that layer so you'll have two Soft Light layers on top of one Screen.

.) Make a new layer and fill with a bright red (I just used #ff0000). Set it to Soft Light at %16. It's hardly noticable but it looks better with it at the end.

.) New layer, fill with a dark blue (#002456) and set to Subtract, %82. I use Subtract as the equivalent to Exclusion but it doesn't always look the same.

.) Next I added the word "knight" in Violation at size 15, and rotated it a bit. I set the text layer to %88, duplicated it and set that to Soft Light, %17. Drag those two layers underneath the red Soft Light layer.

.) Almost done. I took this light texture by gender and erased the left side of it with a huge, fuzzy brush so that only part of the icon will get colored. I put the texture on a new layer and set it to Soft Light, %100.

.) Flatten the image and you're done! You can also add brushes and more textures if you'd like.

I hope this helped you in any way. :D
