Ordo... in the books, Jedi who try to read him through the force describe him as an insanely complex and fast-moving mind, and a bundle of emotions held together by fast-working, complex, logical thinking.
Fox... I didn't know it when I first started playing here, but he apparently has psychic resistance. Mantis couldn't read Fox's mind in MGS because of shielding, but we find out in portable ops that Fox is resistant to psychic commands/manipulation and telepathy.
The way I'm going to handle it based on what I've seen after replaying the games a lot, Fox is naturally resistant to mental intrusion. And his mind is probably a very, very messed up place to be. So anyone who wants to know what's going on in his head needs to put effort into going in to see what's going on inside his mind, since his psychic resistance probably keeps people from automatically reading his surface thoughts.
Also, right now, Fox can't remember anything from before the age of about twenty, as he's blocked those memories off. And his memories of the past 6 years are also full of holes.
