Giving away your vote

My friend made an interesting short doc inspired by the felony charges brought against a college student who tried to sell his vote on eBay. He was interested in the fact that it's illegal to sell your vote to the highest bidder, as individuals, but congressmen can do it with lobbyists all the time - and incidentally it's not illegal to give your vote away if there's no exchange of currency or alcohol.
