Permissions
1. Is your character a princess? Could they be easily mistaken as one? If so, can Bowser kidnap her?
There's nothing like kidnapping princesses. Bowser takes this seriously. He also, generally, takes exceptional care of his kidnapped victims too. So don't worry about your princess being harmed. Bowser will just keep her locked up and perhaps make a few innocent advances on her, possibly hinting at the idea of marriage.
2. Does your character have a degree in Stompology?
Nothing is more pathetic than some hero who comes in to save a princess while swinging some silly sword or attempting to punch Bowser's flawless shell. A real hero can jump, bounce, and avoid balls of fire while finding some way to defeat Bowser cleverly, using his own strength against him. You know. The Mario thing. Can you Mario it up?
3. Is your character copyright of Nintendo Ltd. Inc.?
In his universe, Nintendo exists as a game company that makes everything the real world Nintendo does. The twist? In his world, Nintendo makes their games based off the actual adventures of Mario. Other Nintendo characters are referenced (or even show up!) at times and Nintendo video games are mentioned too. If they're a title character, Bowser will probably recognize them. And not likely care.
4. Can Bowser injure your character?
Bowser isn't a killer, but injuries are bound to happen.

Yeah, yeah. I know. But it had to be asked.

Answer the following questions with "yes" or "no", as well as additional information if desired.
1). Backtagging: Go for it.
2). Threadhopping: I'm fine with it in Bowser's posts, as long as the mun I'm tagging with gives you permission. Give me a heads up in another person's thread though.
4). Fourthwalling: Bowser already knows he's in video games. Explaining to him he's fictional would just make him confused.
5). Canon puncture: Yeah, although there's really nothing to puncture.
6). Offensive subjects (elaborate): Probably not. He's an E-rated character!

This is the permissions list for IC (in-character), activity.
Answer the following questions with "yes" or "no", as well as additional information if desired. With IC permissions, it's a good idea to elaborate on what other players can expect from your character if they choose to do any of the following:
1). Hugging this character: Sure
2). Kissing this character: As long as your a girl (better yet, a princess!)
3). Flirting with this character: ... why would you even...? Uh, sure. Although he'll probably punch a guy for doing it.
4). Fighting with this character: Obviously yes.
5). Injuring this character (include limits and severity): That's bound to happen anyway.
6). Killing this character: No. Bowser is the kind of guy who gets the crap beaten out of him... and then gets up, after the heroes left, and spends a week in recovery before failing to learn his lesson.
7). Using telepathy/mind reading abilities on this character: Sure. If I know you're doing it, I'll include his thoughts in brackets.
