Anyone who would torture a 4 month old puppy for 'fun' is someone who should not be allowed in the general population. AT ALL! This is sociopath behavior and these people are too dangerous to run loose. There are crimes which I believe should carry an automatic sentence of life without parole; murder, arson, rape, and animal cruelty.
