She's the second from his world, and has a similar reaction to the first. But she is not Minato's infant-son-turned-teenager, and so Minato's reaction is not the same.

Mmm, don't worry about it. I'm just a little worried that some here might have problems with authority figures. Probably me just being paranoid, though.

I'm worried more about individuals than a government, but I'm assuming you haven't had any issues with people here?
