The original story for Ursula was going to be that she and King Triton were siblings and each inherited a portion of the sea when their father died. Triton eventually defeated and exiled Ursula because she was a tyrant who used magic to subjugate the people.

The musical adds all this back in, but it was a planned story for the original movie as well.

Oh wow, I can't believe I never knew that! Actually, it sounds kind of vaguely familiar -- maybe I read it once on Wikipedia or something and then proceeded to forget about it completely... -_-
