Start with your base.
Duplicate base twice, and set both layers to Screen.
Create a new layer. Fill with #317909. Set to Overlay, 50%.
Create another new layer. Fill with #99DDF6, and set to Burn, 100%.
Create one more new layer. Fill with #f68696. Set to Soft Light, 100%.
Layers > New Adjustment Layer > Brightness/Contrast. Change the Contrast to 15%.
Ta-da!
Experiment with different colors, opacities, etc.
