The trick is as follows: your team member gives you as much work as possible or the most difficult ones. That keeps the ball rolling and you team member has enough time to hang around and advertise his/her achievements (which actually are your achievements).
Managers do not want to have a transparent and clear system - otherwise such a system would have been created long time ago. The more opaque is the reporting system the easier it is for a manager to massage numbers and twist facts. This is why management consultants are invited - not because they are smarter or know more about the business, but because they do not give a shit about the managers who are going to work under this system.
By definition, no fair system of performance evaluation can be created. People are not the same as well as circumstances and conditions are not the same. For example, if a good product is given to a poor salesman and bad product to a good salesman. It is more than probable that the lousy salesman will be doing better. So the most important part of career growth is to be in the right place in the right time. And your manager is the person who can help you be there.
